Job description

From prison expansion to the new building for the European Medicines Agency, which is relocating from London to Amsterdam. And from the construction of runways for Joint Strike Fighters to the renovation of the Binnenhof. As a procurement advisor at the Central Government Real Estate Agency, you advise on the procurement of a wide variety of unique construction and renovation projects in the Netherlands. How interesting is it that you prepare, manage, and execute the procurement processes for these multi-million dollar contracts?

With your knowledge of tendering and contract formation, you will not only take the Central Government Real Estate Agency to the next level, but also the construction sector in the Netherlands. As one of the largest tendering authorities in the country, we work closely with the market, including construction companies, design agencies, and contractors, as well as other government agencies such as Rijkswaterstaat and ProRail. We respond to social developments, such as sustainability issues, which require new partnerships between the government and market parties.

You will be responsible for procurement for our large-scale projects. Suppose all government offices are to be fitted with solar panels and switch from gas. In that case, you will approach the procurement process with a fresh and creative perspective. In addition to traditional tendering and contracting, you will engage in dialogue with contractors, construction companies, installation companies, and consultancies, for example. How can we work together to achieve this in a high-quality manner and at a fair price? What do we and these market parties need to achieve this, and how can we share the risks? The days of 'purchasing exclusively for the lowest price' are virtually over. No, you know how to bring supply and demand together in such a way that we achieve our goals in a way that is optimal for all parties.

But everything starts with the question, of course. Your first task within the project team is therefore to identify the exact procurement needs. To do this, you organize meetings and sessions with the customer and, for example, the project manager, project leader, and technical manager. What exactly are the goals of the project and what requirements must it meet? You then work out the procurement process and come up with proposals for contract forms and tendering procedures. As a procurement advisor, you are also the one who determines contract terms and award criteria.

By experimenting and taking advantage of opportunities in the procurement process, you will help the Central Government Real Estate Agency remain at the forefront. We regularly give presentations and training sessions for each other and are always open to constructive discussion.

Job requirements

The Central Government Real Estate Agency employs professionals who are focused on collaboration, sharing knowledge, and celebrating successes together. At the same time, as a procurement advisor in the project team, you take the lead: procurement is your area of expertise, so you are in charge in this field. You are excellent at communicating and switching between different levels: in various compositions with sometimes conflicting interests, you constantly keep the goal and priorities in mind. Working systematically is therefore second nature to you.

  • You have a university degree and have completed a relevant course of study, such as architecture, economics, public administration, facility management, law, or (technical) business administration.
  • You have extensive and demonstrable experience in a tactical-strategic purchasing role, within the government or at a relevant market player.
  • You have extensive experience with procurement and (European) tendering processes for complex architectural or civil engineering works and services. And from there, practical knowledge of the Public Procurement Act.
  • You have experience with development processes and with different customer areas.
  • You preferably have knowledge of the construction sector.
