Job Description

From the expansion of prisons to new construction for the European Medicines Agency, which is moving to Amsterdam from London. And from the construction of runways for Joint Strike Fighters to the renovation of the Binnenhof. As procurement advisor at the Rijksvastgoedbedrijf, you advise on the procurement of the most diverse and special construction and renovation projects in the Netherlands. How interesting is it that you prepare, manage and execute the procurement processes for these multi-million dollar orders?

With your knowledge of tendering and contracting, you will bring not only the Rijksvastgoedbedrijf, but also the construction sector in the Netherlands to a higher level. After all, as one of the country's largest procurers, we work closely with the market, such as with construction companies, design firms and contractors, as well as with other government departments such as Rijkswaterstaat and ProRail. We are responding to social developments, such as the sustainability issue, and that calls for new partnerships between government and market parties.

For our extensive projects, you are responsible for procurement. Say all government offices are getting solar panels and getting rid of gas. Then you approach the procurement process with a fresh and creative perspective. In addition to traditional tendering and contracting, you will enter into dialogue with, for example, contractors, construction companies, installation companies and consulting firms. How can we together realize this issue qualitatively and for a fair price? What do both we and these market parties need for this and how can we share the risks? The time of 'only purchasing for the lowest price' is practically over. No, you know how to bring supply and demand together in such a way that we achieve our goals in the best way for all parties.

But everything starts with the demand, of course. Your first task within the project team is therefore to get a clear picture of the exact procurement needs. For this, you organize consultations and sessions with the customer and, for example, the project manager, project leader and technical manager. What exactly are the goals of the project and what must it meet? Then you work out the procurement process and come up with proposals for contract forms and tender procedures. As procurement advisor, you are also the one who determines contract terms and award criteria.

Do you enjoy finding out where there is still room within the frameworks of procurement law? Perfect. By experimenting and seizing the space in the procurement process, you contribute to ensuring that the Rijksvastgoedbedrijf remains at the forefront. Your colleagues can learn a lot from you as a senior and you from them. We regularly provide presentations and training for each other and do not shy away from a good discussion.

Job Requirements

The Rijksvastgoedbedrijf employs professionals who are all focused on cooperation, sharing knowledge and celebrating successes together. At the same time, as procurement advisor, you take the lead in the project team: procurement is your expertise, so you are in charge in this area. You are excellent at communicating and switching between different levels: in various combinations with sometimes conflicting interests, you keep the goal and priorities constantly in mind. Working in a planned way is second nature to you.

  • You have wo-level and a completed degree in a relevant field, such as architecture, economics, public administration, facility management, law, or (technical) business administration.
  • You have extensive and demonstrable experience in a tactical-strategic procurement function, within government or a relevant market party.
  • You have extensive experience with procurement and (European) tendering processes of complex construction or civil engineering works and services. And from there practical knowledge of the Procurement Act.
  • You have experience with development projects and with different client areas.
  • You preferably have knowledge of the construction industry.
