Certificate of good conduct (VOG)

What is it?

A Certificate of Good Conduct (VOG) is proof of good behavior. Employers or organizations may ask for a VOG. For example, if you are going to work in child care or education, but also if you are applying for a gun permit.

How does it work?

Teachers, cab drivers and people who work in child care must have a VOG. You may also need a VOG because:

  • a future employer requests it
  • you are self-employed and a client requests it
  • You want to volunteer and the organization requests it
  • you are applying for a visa
  • you want to become a member of a shooting club
  • you are moving abroad

Justis is the government organization that handles all applications for a VOG. If you have not committed any criminal offenses, you will receive the VOG. If you have committed criminal offenses, further investigation is required. Justis considers whether the offenses are important for the application. If they are not important, you will still receive the CGC.

What to do.

You can apply for a VOG in three ways.

Apply for VOG through the municipality

  • You will receive a form from your employer or other organization.
  • You submit this fully completed form to the municipality where you are registered.

Apply for VOG online

You can only apply for a VOG online if the application has been prepared online by your employer or other organization.

  • You will receive an e-mail that you need a VOG.
  • A link in this email allows you to log in with your DigiD.
  • You check the data.
  • You confirm that the data is correct.

Apply for VOG directly at Justis

You must request the VOG directly from Justis if you:

  • does not appear in the Basic Registration of Persons(BRP) or
  • If you have no permanent place of residence or domicile

Authorize someone else

Someone else may also apply for the VOG for you. We call this authorization.

  • In a letter, indicate who you are authorizing and sign the letter.
  • With this letter, the authorized person goes to the municipality.
  • This person must have identification from you (or a copy of it) with them.
  • The person must also be able to identify himself or herself.

Apply for VOG RP for company, association or foundation

A company, association or foundation can apply for a VOG for legal persons (VOG RP) from Justis. This cannot be done at the municipality.

What do I need?

When you apply for the VOG through the municipality:

  • completed and signed application form
  • any documents you need to attach as per the application form
  • valid identity card

Authorize someone else

If you have someone else apply for the VOG for you at the municipality, that person will bring the following:

  • completed application form with all requested documents
  • authorization letter
  • copy of your proof of identity
  • his or her own proof of identity

How long does it take?

  • VOG: You will be notified within 4 weeks of receiving your application.
  • VOG RP: you will be notified within 8 weeks of receiving your application.

Additional information

Volunteer organizations working with children or people with intellectual disabilities may be eligible for a free VOG.

Reject

If Justis is unable to issue a VOG, you will be notified in writing. You can object with a letter. This letter will explain why the CGC should be issued. After receiving your objection, Justis will make a final decision. If the decision is negative, you will be able to object again. If necessary, you can take the decision to the administrative court.

Emigration, visa or foreign work permit

If you are going to live or work abroad and need a VOG to do so, ask the embassy, consulate or employer for an official document. This document should contain all the information requested on the application form.
